They cannot risk giving even one person the option to be different, as it would eat into their margin.
Yes all the settings to turn things off are around in Windows 10 and hidden away. But that is so everyone will go to the one OS, and not leave for another. It’s a case of not gripping too tight as to lose some customers, but not giving a real alternative option.
For example see the lack of non-smart TVs with actually good screens etc. If you want a top of the range, you have to have fcebook/twitter installed in the TV. Why? It’s where they get their extra pennies off the consumers/partners in the business. 
PS, oh and while for user uses “data/wifi/gps is turned off” is what I and many do, there are examples of it not being the case. The OS can and does often re-enable to track/reset/calibrate/update it’s self… and that is what we know of.
It’s not a “paranoid” kind of thing. It’s like living in one of those countries where you *knowr *factually that plain cloths police/secret secret services go to every public gathering/super market. It’s not paranoia anymore when you live in a police state ( https://en.wikipedia.org/wiki/Mass_surveillance )… you just get used to it.
