It’s not showing up at all in the payment window. There’s a ‘change’ link, but that only leads to another window where I can add another CC. Balance isn’t shown anywhere at all in that process.]
That’s been my thinking too. There’s a fair number of people with the problem, but it’s scattered (also over time), so I don’t think it can be some general change.
I wondered too, because I, stupidly, bought the season pass (it’s included with Shadowkeep) some weeks ago and it wasn’t possible to do that the normal way. I had to transfer from Paypal to my Steam wallet and then buy it with wallet funds. It seemed rather silly.
I don’t get that when I try to buy Shadowkeep, but I tried to see what happened if I initiated a wallet transfer again (just a general one, nothing directly related to Shadowkeep), and it’s the same thing; Paypal only gives me the option to use a CC, not the balance.
I did think of buying some cheap game to see if it happened there too, but I think it’s pointless when it happens with the wallet transfer.
So I’m rather afraid it’s a general thing now, quite possibly for everything I try to use Paypal for, because the balance option is gone from all the settings, not just the Steam related one (like I said, it still says that it will use balance before CC, but it doesn’t).
It’s just weird. I paid my yearly fee to my email hosting four days ago and used Paypal for it and there were no problems.
yeh, I tried it, but it makes no difference. It’s odd there are those two choices, though. As far as I can tell, the only difference is that one has a checkmark for remembering the payment details for next time you want to buy something, and the other does not.
[Edit: There was also a post where one of these support volunteers claimed that you have to have your Paypal currencies set to the same as the site you want to pay is using. That’s not been the case for me in the fourteen years I’ve had Paypal, but I tried it anyway. No difference either.]
