Nah, what it appears to need is the Windows 10 v1903 update, it’s the latest major one, from those that appear once/twice/four times a year, I forget.
These major Win10 updates invariably lead to disastrous consequences among a part of the population, and so it has been reported with this one, too, which is why Microsoft (sensibly) has started pushing them out by increments, as far as I know. Going by whatever data tells them your system should or shouldn’t be ready, or a suitable guinea pig, for it, presumably.
So I’m guessing this may be why some of you didn’t receive it yet, this one is brand new. This new version btw finally introduces the option to stall on updates for up to a month, to lessen your future chances of things screwing up. Although I haven’t looked at it closely, but reckon this will also pause e.g. your Windows Defender and other critical updates for as long, so it may not be that splendid an idea.
