First off, it is better.
Thing is, though, it’s still Firaxis-style XCOM, and much of the stuff you didn’t love or even hated, is still there, and then there’s weird shit on top of that.
The total unmitigated rage-inducing bullshit that is the enemies getting to move miles, discover you, and move again and take action is still there. And oh boy will it induce rage. Particularly when some errant squad wanders into a firefight, and gets a free turn, effectively, even though they were blindly blundering along.
Only now you can’t fight that by being an overcautious slowboat, because the vast majority of missions have turn-based “U LOSE”-type timers on them, and the timers are not exactly loose - doable maybe, but only if you’re reasonably-to-extremely aggressive and thus submit to the bullshit of blundering aliens getting “free goes”. It’s notable that those missions without timers often feel ridiculously easy and rote by comparison.
You can still lose the entire game without knowing it several hours in and not find out that you have for several more hours. It’s not as likely as XCOM1, and sometimes you can recover, but it’s still a looming possibility. A few bad missions combined with a few bad decisions on what to research/build, and well, it could be all over, but the game isn’t going to tell you that.
Base-building remains vestigial and more an exercise in simplistic planning and box-checking than, y’know, base-building.
Rejoice as you find out that satellites are gone, then curse as you find out there’s a ton of equally bullshit nonsense on the world map.
There’s a significant amount of “trap” research - not as much as there was in XCOM1 with EU installed, but still plenty, and I suspect the expansions add to that (though I don’t know, I haven’t played them).
Speaking of expansions, none of them are terribly good. Shen’s Last Gift is allegedly okay, but there’s nothing hugely exciting, and the real expansion is still on the way - plus, as others have suggested, it will almost certainly cost less, in the long run, to wait for the real expansion to come out, and buy XCOM2+Expansion (probably including most/all other DLC) at the time. That’s just the Firaxis pattern.
Do you like being bitched at by your underlings, and dealing with their whining? With the exception of Shen Jr, pretty much every character in the game is a huge, negative-nelly whinger. Particularly you alleged second-in-command, who clearly has a chip on his shoulder about not being in charge, and is so irritating that mods to shut him the fuck up were some of the first ones that came out for the game. I’m not sure anyone in the game rises to the level of “likeable”.
The accuracy system is even more nuts than before, with a magical modifier to make you more likely to hit the less you hit, and possibly vice-versa, so all the hit percentages you see? Basically bullshit on a level not even seen before in XCOM games.
Do you like abrupt, vaguely frustrating endings? Because that’s what you can look forward to! Still no epic showdown (even if it tended to be a bit one-sided in your favour) in the vein of the original UFO: Enemy Unknown.
Oh and I hope you like stealth missions, because a lot of the missions you have to play, essentially, as stealth missions, unless you want a very short timer to kick in very rapidly!
